Valencia City attains PRIME-HRM Bronze Award

Valencia City proudly received the PRIME-HRM Bronze Award (Maturity Level II) from the Civil Service Commission (CSC) during a special ceremony on June 9, 2025, at the City Hall Covered Court.
The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) is CSC’s flagship initiative to strengthen human resource systems in government agencies.
The city earned recognition for fully meeting maturity indicators across the four core HRM areas: Recruitment and Selection, Learning and Development, Performance Management, and Rewards and Recognition.
The award also affirms Valencia City’s continuous compliance with civil service laws, rules, and regulations in implementing HR programs and managing HR records.
Ma. Cristina Gorgonia Saligumba, Acting Director II of CSC Field Office Bukidnon, lauded the city government’s leadership and commitment to fostering a culture of excellence, integrity, and professionalism. She stressed that the award represents not just compliance but a legacy of ongoing HR improvement.
Outgoing City Mayor Azucena Huervas expressed gratitude and pride for the collective efforts of the city workforce as she accepted the CSC resolution confirming the award. She said the recognition reflects a shared dedication to public service excellence.
Abe Gillaco, head of the Human Resource Management Office, highlighted the rigorous efforts made to fulfill PRIME-HRM requirements, including onsite validation and collaboration among city departments and personnel.
He emphasized the city’s adherence to PRIME-HRM’s four pillars, particularly recruitment, selection, and placement, ensuring all employees underwent proper CSC-compliant processes.
The ceremony was also attended by department heads and representatives from various city government offices who contributed to the achievement.
The recognition underscores the strength of the city’s internal systems and the strong cooperation among its leaders and employees in promoting good governance.
