GABAY Evaluation to Kick-off on October 2015


The City Government of Valencia and the Department of Interior and Local Government will once again conduct the annual GABAY Awards Evaluation to strengthen local government capability of the LGUs. The City Government of Valencia has been providing capability-building interventions in partnership with different national agencies aimed towards effective delivery of basic frontline services to all constituents in the city.

It is the vision of the Local Chief Executive to deliver the basic services of the City Government to all the constituents from all walks of life as mandated by law. The Local Chief Executive should ensure the delivery of basic services and the provision of adequate facilities. Valencia City is comprised of 31 barangays and some barangays are highly urbanized while some hinterland barangays are strategically situated in far-flung areas. As cited in Section 17 of the Local Government Code for the Basic Services and Facilities, Local Government Units shall endeavor to be self-reliant and shall continue exercising the powers and discharging the duties and functions currently vested upon them.

Since there is no standard instrument to measure the effectiveness and capability of barangays in the performance of their functions and responsibilities as well measuring the effectiveness of the barangay officials such as the Punong Barangay, Kagawads, Secretaries and Treasurers, thus the GABAY Program was designed to measure exemplary performance of the barangay officials as well the barangay governments concerned.

The primary objective of the awards program is to enhance the performance of the barangays for more effective delivery of basic services through the appropriate program intervention and to give due recognition and credit to the best performing barangay governments.

The evaluation shall cover the performance of the barangays in the City of Valencia for the period starting October 2014 to September 2015, and the key areas of concern in barangay governance to be assessed are the following:

The top three best performing barangays shall receive a seal and cash award that can only be used for development projects in their respective barangays, and the barangays who will make it to the fourth to tenth place shall each be given a plaque and cash reward that can be used for projects, programs and activities in their barangays. In addition, barangays who will receive the minor and major awards will also receive plaque and cash incentives which can be utilized for their programs and for the individual awardees they can receive plaques and monetary rewards for their personal consumption.

The City Government of Valencia has allocated One Million Pesos (P1,000,000.00) for the implementation of the program and the City Mayor Hon. Azucena P. Huervas recognized the efforts of the 31 barangays governments of Valencia in helping mold the City Government as a whole.
