As my call to serve and lead the people of the City of Valencia, it is a challenge for me to make the city more progressive. First and foremost, to be able to attain it, I ensure that the employees of the City Government of Valencia serve the people in excellence as true public servants.
Among the many steps I took during my administration, I am encouraged to create a functional website to foster transparency. It is a tool to provide better services to all sectors in the community and it will also encourage public participation. The ultimate aim of this website is that eventually it will become a channel to facilitate business transactions efficiently using secured electronic payment systems.

Valencia City Culminates 116th Civil Service Month Anniversary

The City Government of Valencia has officially concluded the month-long celebration of the 116th Civil Service Anniversary with the awarding of the Top 10 Outstanding Employees, Outstanding Department Head, Outstanding Department and 5 outstanding SP Members on September 30, 2016.

The awards night serves as an avenue for the city to give recognition to its employees and offices including the elective Sangguniang Panlungsod Members who have demonstrated exemplary services and have answered the call of the administration to pursue excellence in the delivery of service to its constituents.

The city government through the support of City Mayor Azucena P. Huervas came up with a one of a kind of recognition to give a positive reinforcement to the performance of all employees and officials of LGU.

During the program, the Human Resource and Management Office through Mr. Abe P. Gillaco, MPA, City Government Department Head, together with the Search and Selection Committee, presented the names of the awardees and facilitated the awarding ceremony.

The awarding of the Top 10 Outstanding Employees was selected based on the classification of positions of the nominees.

The awardees for the 1st level positions were composed of Pater C. Cuizon of BPLO, Joever B. Esparcia of City Accounting Office, Wifreda P. Llena of City Health Office, Jean T. Rejas of CENRO, and Romeo L. Bayaten of City Mayor's Office.

The 2nd level position awardees include Kenth Philip P. Marcos, CPA of City Accounting office, Grace A. Dapanas of BPLO, Ethel Mae b. Unabia, MPA of Sangguniang Panlungsod Office, Engr. Charlemagne A. Villejo of General Services Office, and Joefelyn R. Caluya, RMT of City Health Office.

Also recognized are the semi-finalist which include Elpedio P. Casabuena, Jover P. Tan, Edwin A. Dumanlag, Esterlita S. Abregana, Teresita A. Garcia, Marlowe J. Tuba, Peter P. Mecisamente, Cherrie Lyn P. Cero, Evangelista S. Cuzon, and Shem J. Palma.

Other nominees from different departments were also recognized.

Further, Mr. Diosdado B. Palma,CPA, City Accountant, was surprised and at the same time thankful as he was selected as the Outstanding Department Head of 2016.

Palma said that it was an honor to receive such award adding that he won't be able to achieve everything without the support of his family and co-employees.

On the other hand, Ms. Connie L. Dalangan, Acting City Agriculturist, was recognized as the semi-finalist of the Outstanding Department Head of 2016.

The City Accounting Office was also hailed as the Outstanding Department followed by the City Veterinary Office and City Disaster Risk Reduction and Management Office.

The Top 5 Outstanding SP Members of 2016 were also named which includes Hon. Atty. Oliver Owen L. Garcia, Hon. Policarpo P. Murillo, IV,MD, Hon. Camilo E. Pepito, Hon. Eduardo D. Chan, and Hon. Helen T. Bernal.

Special awards were also given to the employees who exude outstanding performance in their line of duty such as the utility workers, drivers, sanitation crews, and traffic enforcers for rendering their services to the public.

Meanwhile, the final round for the Dance Sport Competition was also held during the last part of the program where the couples from the National Irrigation Administration declared as champion.

The administration pledged to continue to give recognition to Civil Service Employees, Department Heads, Department/Offices, and Elective Sagguniang Panlungsod Members who has exhibited outstanding and exemplary performance in their continued service with the City Government of Valencia.

The activity was also graced by Mr. Bruce A. Colao, Provincial Director of DILG Bukidnon, and Ms. Lourdes Pelaez, Acting Director of Civil Service Commission Bukidnon, City Vice Mayor Glen G. Galario, and DILG Valencia City CLGOO Ms. Amalia A. Propia, MPA.
