As my call to serve and lead the people of the City of Valencia, it is a challenge for me to make the city more progressive. First and foremost, to be able to attain it, I ensure that the employees of the City Government of Valencia serve the people in excellence as true public servants.
Among the many steps I took during my administration, I am encouraged to create a functional website to foster transparency. It is a tool to provide better services to all sectors in the community and it will also encourage public participation. The ultimate aim of this website is that eventually it will become a channel to facilitate business transactions efficiently using secured electronic payment systems.

Valencia City Public Library and DOST-ICTO Launches TECH4ED Center

The City Government of Valencia through the City Public Library partners with the Department of Science and Technology- Information and Communications Technology Office (DOST-ICTO) in launching the Tech4ED Project in Valencia City on June 17, 2016 at the City Hall Covered Court, City Hall Compound, Valencia City.

Tech4ED or Technology for Economic Development is a project component of the eFilipino program of the ICT Office of DOST that aims to harness ICT to enable, empower and transform society towards creating an inclusive, integrated and equitable countryside.

Ms. Aine Q. Mecisamente, City Librarian I said that Valencia City Library is among the fortunate libraries to be assisted by DOST-ICTO.

“Last March 11, 2016, during the National Conference on Public Librarians conducted by the National Library of the Philippines, a Memorandum of Agreement was signed enabling local libraries to establish Tech4ED Centers in their respective areas, and since Valencia City is an affiliate of the National Library of the Philippines, DOST-ICTO conducted a 2-day Center Managers Training on June 15-16, 2016, in preparation of the Tech4ED launching,” Mecisamente said.

The attendees of the Center Managers Training are the 17 barangay librarians who already have internet connections in their respective barangays together with the Barangay Capatains and the personnel of the City Library.

The training was graced by speakers Engr. Joel A. Hoy, Acting Head of DOST-ICTO Bukidnon Field Office, Ms. Tricia R. Garde, Engineer II & Head of Provincial Field Team, and Engr. Aurellano V. Vicera Jr., Focal Person, Free Public Wifi & Representative from ICT Office.

“Valencia City joins the Municipalities of Maramag, San Fernando, Libona and Talakag to establish Tech4ED centers in the province and we are very thankful for the full support of our City Mayor Hon. Azucena P. Huervas in making this dream a reality,” Mecisamente added.

The Tech4ED Center will be established in the City Library and Valencianos can avail different services such as eEduskills which aims to deliver e-Learning on demand such as Alternative Learning System (ALS), Learning English Application for Pinoys (LEAP), Skills Training and Values and Character Formation.

The Tech4ED Center also has an eAssist program which enable Women, PWDs, IPs, and Senior Citizens access to special contents. Special feature includes Job Portal, Rural Impact Sourcing among others.

DOST-ICTO shall provide stakeholders the content of the module and the marketing support in the center.

During the launching program, City Mayor Azucena P. Huervas acknowledged DOST-ICTO for establishing a Tech4ED Center in the city and pledges to add more centers in the barangay libraries.

Meanwhile, City Councilor Hon. Atty. Oliver Owen L. Garcia, ICT Focal Person of the City Government said that Valencia City will be creating the ICT Council for Valencia City to be recognized by the National ICT Confederation of the Philippines (NICP).

“Valencia City will soon be included among the Next Wave Cities that have developed the required network to support the Information and Business Process Management (IT-BPM) industry,” Atty. Garcia said.

The Tech4ED Platform was presented by Tricia R. Garde, Engineer II and Head of Bukidnon Field Office while Engr. Aurellano V. Vicera Jr., Focal Person of Free Public Wifi from ICTO gave his message of appreciation for partnering with DOST-ICTO in establishing the first Tech4ED Center in Valencia City.

Atty. Genaro C. Cadigal, Jr., Valencia City Administrator in his closing remarks, he thanked DOST-ICTO for making technology and internet access reachable to the constituents of Valencia City.

After the program, a ceremonial ribbon-cutting was held at the City Public Library.
