Valencia City Coordinating Council Convened

On March 16, 2016, the City Government of Valencia in partnership with the Department of Trade and Industry Bukidnon Provincial Office organized the Valencia City Price Coordinating Council by virtue of Executive Order No. 15, series of 2016, entitled, “An Order Creating the Valencia City Price Coordinating Council’’ signed by the City Mayor Hon. Azucena P. Huervas on February 29, 2016.

The Council was created to ensure the availability of basic necessities and prime commodities at reasonable prices at all times; provide effective and sufficient protection to consumers against hoarding, profiteering and cartels with respect to supply, distribution, marketing and pricing of goods especially during calamity, emergency and illegal price manipulation. All articles of commerce and trade for sale to the public for retail shall be publicly displayed with appropriate tags or labels.

Among the functions of the Council is to carry out, implement and enforce the policies and decisions of the National Price Coordinating Council, coordinate price stabilization programs and recommend actions to correct unwanted price increases and supply shortage, among others.

In times of crisis, the council shall coordinate the implementation of the Rules and Regulations Implementing Republic Act 7581 or Price Act of 1992 (AN ACT PROVIDING PROTECTION TO CONSUMERS BY STABILIZING THE PRICES OF BASIC NECESSITIES AND PRIME COMMODITIES AND BY PRESCRIBING MEASURES AGAINST UNDUE PRICE INCREASES DURING EMERGENCY SITUATIONS AND LIKE OCCASIONS.)

During the organizational meeting, Mr. Eriberto A. Taban-ud, Jr. Chief Trade and Inustry Development Specialist who is representing the Provincial Director Ermedio J. Abang and the Vice-Chairperson of VCPCC said that DTI Provincial Office will be assisting the City Government of Valencia in organizing the council as well as mentoring the Technical Working Group in preparing the prevailing prices for basis of the Local Chief Executive for price control.

Meanwhile, City Economic Enterprise Supervising Administrative Officer/OIC Mr. Ariel K. Cabingas said that together with DTI Bukidnon, there is a plan to continue the Diskwento Caravan which was launched last December 18, 2015.

“The Valencia City Central Market in partnership with DTI Bukidnon initiated the Diskwento Caravan which offers 5-10% off in basic necessities and prime commodities in the Central Market. With the approval of our City Mayor Azucena P. Huervas, The target of the continuation of the caravan will be on the 2nd quarter this year, especially now that the Province is under the State of Calamity,” Mr. Cabingas said.

Mr. Cabingas also invites the buying public to check the Price Control Bulletin Board of Commodities in the Central Market for the price of the basic necessities and prime commodities being sold in the Central Market.

The Valencia City Price Coordinating Council is composed of the City Mayor as the Chairperson, DTI Provincial Director as the Vice Chairman, the City Vice Mayor as the Co-Vice Chairman, the City Economic Enterprise Officer as the Focal Person together with its members.

The council shall meet at least once every quarter or as often as necessary.
