As my call to serve and lead the people of the City of Valencia, it is a challenge for me to make the city more progressive. First and foremost, to be able to attain it, I ensure that the employees of the City Government of Valencia serve the people in excellence as true public servants.
Among the many steps I took during my administration, I am encouraged to create a functional website to foster transparency. It is a tool to provide better services to all sectors in the community and it will also encourage public participation. The ultimate aim of this website is that eventually it will become a channel to facilitate business transactions efficiently using secured electronic payment systems.

New Policies for City Slaughterhouse

The City Economic Enterprise Office will now implement new policies and measures to improve the quality of services of the city slaughterhouse. The policy was introduced during the Annual General Assembly of Meat Dealers and Butchers in the city in line with this year’s celebration of the National Meat Safety Consciousness Week with the theme "Karne at Pagkain Ligtas, Magkasama sa Iisang Landas" held at ABC hall on October 20, 2015.

Mr. Ariel K. Cabingas, Supervising Administrative Officer IV of the City Economic Enterprise Office, said the new policy will help improve their services particularly on processing and distributing quality meat to the clients.

All meat dealers and butchers were advised to follow the new scheme and schedule of meat slaughtering. The slaughterhouse will start operating and slaughtering meat at one o'clock in the morning until twelve in the afternoon. The sanitation time will then start from twelve to five o'clock in the afternoon.

Mr. Cabingas said clients who did not meet the time given for meat slaughtering will still be catered but should present an acceptable and valid reason. He added that standard operating procedure will still be applied for late clients.

Adding to the new policy, all butchers are advised to provide a certification from their owners or dealers and present a bio-data and a negative drug test result to be submitted at the end of the month at the City Economic Enterprise Office. Failure to comply with the requirements will not be allowed to enter the slaughterhouse.

Meanwhile, Mr. Wilfredo M. Torayno, City Economic Enterprise Manager, said, all certified butchers will also have a chance to work at the new City Abattoir at Bagontaas, Valencia City in time of its operation.

"The City Government is open to give opportunity for those who really give their best in terms of work," Torayno said adding that the new scheme will be applied for the purpose of security and order.

The office also presented different options in terms of meat delivery as it will now be strictly separated according to its kind.

According to Cabingas, there is a set of schedules for the delivery of pork, beef, and carabeef in the different establishments or clients in the city. He added that the local government is on its way to provide two additional meat vans to establish order and proper distribution of meat to the clients.

On the other hand, Dr. Samuel A. Medidas, City Veterinarian, also shared information about proper processing of meat and the advantages of the new city abattoir. He said that all meat should be clean and safe as it can be a source of diseases if not properly processed.

Dr. Medidas added that as soon as the new city abattoir starts operating it will then be considered as one of the best in Mindanao.

"Our local government through the support of our Chief Local Executive, Hon. Azucena P. Huervas, is always bound to improve and promote quality services for the benefit of the people of Valencia," Medidas said.

The yearly celebration of Meat Safety Consciousness Week is based on Presidential Proclamation No. 276 signed by former President Fidel V. Ramos mandating the National Meat Inspection Service to spearhead the annual celebration to help promote safe meat for all consumers.
