Valencia City Conducts 1st BPAT/Brgy. Tanod Foundation Day
Strengthening the roles of Barangay Tanod and Barangay Peacekeeping Action Team in safeguarding the city, the City Government of Valencia in cooperation with the Department of Interior and Local Government, Bureau of Fire Protection, City Disaster Risk Reduction Management Council and the Valencia City Police Station conducted the 1st BPAT/Barangay Tanod Foundation Day with the theme, “Understanding that Building A Safer City to Live, Work, Visit and Do Business is Every Valenciano’s Obligation and Responsibility,” on October 10-11, 2015 at the City Oval Ground, Valencia City, Bukidnon.
The BPAT/Tanod Foundation Day activities were designed by the Operation Section of the Valencia City Police Station in close coordination with the BPATs/Brgy. Tanod President Mr. Vernan Carilla, and the Alertness and Effectiveness Assessment Test were the primary objective of the event.
The Barangay Tanod/BPAT plays a significant role in the development and progress of the barangay, as it is one of the implementing mechanisms of the Barangay Peace and Order Committee (BPOC), which has the primary task of ensuring that peace and order prevail in the barangay while conducting peacekeeping activities in association with the various sectors of the community and ensuring their continuous support towards the maintenance of peace and order in the locality.
The foundation day was attended by the 31 barangays and during the first day, Barangay Tanod and BPAT members, all sporting their barangay uniforms were tasked to arrange themselves in a formation and the program proper started.
P/SUPT Al Martinez Abanales, Valencia City Police Station OIC, in his opening remarks, thanked the participants for attending the occasion and said that the vision of BPAT is organizing a peaceful and orderly community and responsive to the safety and security needs of its citizens in cooperation with the local police. He also thanked the City Mayor for the full support of the City Government in PNP’s role in maintaining peace and order in the city.
“Peace and order in local communities gives a sense of security among the constituents, and the personnel from Valencia City Police Station is available 24/7 to serve and to protect,” P/SUPT Abanales added.
Meanwhile, the City Mayor Hon. Azucena P. Huervas, the Chairperson of the Peace and Order Council emphasized the importance of the Barangay Tanod and the Barangay Peacekeeping Action Team in the Community. Mayor Huervas also said that this is the first foundation day intended for the Barangay Tanod and BPAT who are helping out in securing our communities in the barangay level. “All duly appointed members of the barangay tanod shall be granted honoraria as provided by law, and the City Government of Valencia will allocate additional funds next year, this is by way of appreciating your joint efforts in securing the community,” Mayor Huervas said.
The presence of BPATs and Barangay Tanod in the 31 barangays of Valencia City serves as the immediate responders in the crime occurrence especially at the hinterland and far-flung barangays and through such efforts and coordination, it was observed that crimes in the entire city was reduced.
SPO2 Renato P. Baltazar, Chief Operation PNCO OF VCPS and the event facilitator, said that BPATs/Brgy. Tanod Foundation Day is an alertness and effectiveness test where their training on security and maintenance of their respective posts or Kalasag will be corrected and enhanced, including their execution on first responders’ role in crime incidents. Also corrected and enhanced are their training and execution in rescue and fire-fighting operations.
Prior to the conduct of the foundation day, barangay visitation was conducted through a joint operation by the Valencia City Police Station and Valencia Fire Station to check and correct BPAT outposts, instruct blotter entries, personnel safety and barangay security in all barangays of the city.
“The security of the city against criminals and terrorists lies greatly in the interest of every Valenciano to protect their homeland. Valencia City Police Station will always lead them on their resistance to criminalities and terrorism in the city,’’ SPO2 Baltazar said.
Also conducted during the foundation day is the Kalasag Evaluation with the following criteria was judged:
- Presence of Kalasag in Strategic Location
- Presence of Rescue Equipments
- Presence of Manual Alarm or Bell
- Presence of Directory
- Maintenance of Kalasag/Cleanliness/Fence
- Presence of Record Book/Correctness
- Presence of Kalasag Electric Gate Blinker
- Presence of Information Desk
- Presence of Duty Detail/Logbook
- Presence of Temporary Mini-detention Cell
- Presence of Crime Map
- Presence of Uniform
Further, the Barangay Tanod and BPAT members also participated during the Drills/Marching, Modified Combat Challenge and Barangay Tanod Rescue Challenge.
On the other hand, Ms. Amalia A. Propia, Local Government Operations Officer of DILG Valencia City announced that during the 24th Anniversary of the Local Government Code 1991 and Provincial Awarding Ceremony on October 12, 2015 Valencia City received major awards, to wit:
- First place - Outstanding Peace and Order Council (City Category)
- 2nd place - Best Barangay Peace & Order Council -Brgy Catumbalon (City Category)
- 2nd place - Outstanding Lupong Tagapamaya -Brgy Batangan (City Category)
The main objective of the Foundation Day is to give recognition to the contributed efforts of BPATs/Brgy. Tanod in the Peace and Order situation of Valencia City.
