The City Government offices will be organized into six (6) clusters. National Government Agencies and Government-Owned and Controlled Corporations will each form their own individual teams. A special LGU All-Stars Team will be established for invitational games and competitions.

D. Eligibility and Participation

1. Only personnel of the City Government and National Government Agencies stationed in the city are allowed to participate in the various competitive events for the celebration. New players stationed in the city, previous players who are not stationed in the city, may be allowed to participate only upon submission of a valid HRMO endorsement. Job Order employees must have a valid appointment from July to September 2026. National Government Agency personnel must have been assigned since at least July 2026.
2. All eligible personnel, whether from the City Government or National Government Agencies, shall belong to the office where they are currently assigned, as formally endorsed by the HRMO. Those assigned to various public structures and buildings shall be part of the office managing that particular government property.
3. All elected officials, department heads, division heads, and section heads are encouraged to participate in the events and activities. An additional fifty (50) points shall be awarded to the overall cluster score for each active and consistent participation of an official or department/division/section head. All clusters are highly encouraged to prioritize employees aged 40 and above to engage in various competitive events.
4. Clusters/Teams are required to submit the list of their respective official participants/players, verified by the Human Resource and Management Office, on or before August 25, 2026, by 3:00 PM, to the City Events Committee through the City Sports Development Office.

E. General Rules and Requirements

1. All participants and players are required to wear official shirts for all events. Clusters may also have customized jersey uniforms, provided that the expenses are not charged against the cluster’s subsidy.
2. Only players listed on the submitted roster are allowed to participate. No additions or changes to the player list are permitted.
3. Presenting an official list of players or allowing unlisted players to play during a particular event/game is tantamount to disqualification for the said game.
4. Game forfeiture shall automatically apply after a cluster/player line-up is not yet complete fifteen (15) minutes after the scheduled starting time.
5. Facilitators or referees must consult the City Events Committee in case of any changes in the game rules.
6. The top three point earners across all events shall be ranked and declared the tournament winners. When two or more clusters tie, a fair and quick way to determine the outcome shall be implemented.

7. Each cluster of the City Government shall receive a subsidy of One Hundred Thousand Pesos (PHP 100,000.00), which must be allocated for the following activities: Third Kind Dance Sports Competition, Drag Queen Competition, Sports Activities, Latin Dance Sports Competition, and Culmination Night. Clusters that do not participate in these events will not receive the subsidy.
8. For invitational games, the LGU All-Stars Team will be composed of the most valuable players selected from the six LGU clusters by their respective cluster coordinators. National Offices and GOCCs may choose their players for invitational games according to the applicable rules.
9. In order to support players during games, it is advisable to have a cheer squad.
10. Participation in any of the games is prohibited for commercial players on their respective events. In the invitational games, Cluster 7, Team 8–10 are excluded from the general restriction under the condition that only one commercial player is allowed to participate per team.

F. Opening Parade

The parade aims to create a sense of joy and unity among participants and spectators, emphasizing the importance of civil service in governance and community development.

Parade Guidelines

1. The parade will assemble at the City Gymnasium and start at 6:00 AM.

2. Each cluster must bring their own 3 × 4 feet tarpaulin banner featuring their assigned name, logo, and color.
3. All parade participants must wear the official T-shirts provided by the organizer.
4. Clusters are encouraged to enhance the parade with their own props, accessories, and creative elements such as distinctive costumes, decorations, choreography, yells, or chants.
5. Participants are responsible for carrying any musical instruments or sound props they wish to use. Vehicles are allowed in the parade with decorations.
6. To ensure smooth flow, no stationary performances are allowed. Participants should focus on moving forward with creativity and synchronization and maintain a distance of ten (10) meters between groups.
7. Judges will be positioned at strategic points along the parade route.

Best in Parade Performance Criteria

The judges’ decision is final and cannot be appealed.

G. Third Kind Dance Sports Competition, Drag Queen Race Competition, & Latin Dance Sports Competition

Third Kind Dance Sports Competition

1. The event will be opened to clustered LGU offices, clustered NGAs, and GOCCs, subject to the eligibility rules outlined in the primer.
2. The competition will take place on September 2, 2026, at 8:00 AM at the City Covered Court.
3. Each cluster/team is allowed to enter only one pair.
4. Each pair must include at least one male or female employee (cluster/team member) aged 20–45 years old. The pair may include either a professional or non-professional dance instructor.
5. Winners of previous Civil Service Month Dance Sports Competitions are not eligible to participate in this year’s competition.

Dance Categories

• Competitors must arrive at the venue at least thirty (30) minutes before the start of the competition to receive final instructions.
• A draw will be held before the competition to determine the sequence of performances.
• Participants will perform Chachacha, Rumba, and Jive for the elimination round, and Chacha, Rumba, Jive, and Samba for the final round.
• Each participating pair will perform individually in each dance category.
• Before the individual performances, all pairs will be required to perform together for each dance category.

Dress Code

• Competitors must wear appropriate attire with the male partner’s number pinned on the back.
• Competitors must adhere to decency standards. Revealing or excessive chest exposure is prohibited. Cycling shorts are recommended.
• Costumes must comply with the dress code prescribed by national/international dance competitions.
• No changes of clothing or costumes are allowed once the competition has begun.

Music

• The organizing committee shall provide the music for each category.
• Competing pairs shall dance to the same music for each category.

Time

• For the solo performance, each dance shall be timed one (1) minute and thirty (30) seconds.
• For the mass dance, each dance shall be timed one (1) minute.
• Couples who are not present during their time of performance shall be automatically forfeited.

Lifting and Use of Props

• Lifting stunts are not allowed. A lift is any movement during which one member of a couple has both feet off the floor at the same time with assistance of the partner. A deduction of two (2) points for each judge’s total score shall be given for each lifting violation.
• Props are not allowed at any time in any dance category. A prop is defined as any item that is not part of the original costume worn by the dancers and is not attached to the dancer or costume for the full duration that the dancers are on the floor.

The decision of the Board of Judges shall be deemed final and irrevocable.

Drag Queen Race Competition

General Guidelines

• Candidates must be a government employee of Valencia City. The competition is open to drag performers of all genders.
• Candidates’ drag looks should align with the theme “Colors of Freedom”, celebrating authenticity and liberation.
• Candidates are encouraged to incorporate extravagant costumes, makeup, and accessories to enhance their drag looks.
• Candidates must submit their talent music to Ray Bonane, the City Event Member, on August 27, 2026, five (5) days prior to the performance day.
• Candidates will have rehearsals at the Covered Court City Hall on August 30–31, 2026 at 8:00 AM to 5:00 PM. Participants who are absent or late during designated rehearsal times will receive corresponding point deductions from their final performance score.
• Candidates will have their blockings at the Covered Court, City Hall at 1:00 PM onward on September 1, 2026.
• The program heads will determine the performance order through drawing of lots before the rehearsals schedule.

Competition Format

1. Runway Challenge: Candidates have one minute and forty-five seconds for their runway walk. Going beyond the specified time will result in deductions.
2. Talent Portion: Candidates have the freedom to choose their preferred talent, with a maximum performance time of two minutes. Exceeding the time limit will result in deductions.
3. Face-Off Lip Sync Round: The top four candidates with the highest scores from the two primary challenges will advance to the face-off round, with accumulated score set back to zero.
4. Ultimate Lip Sync Battle: The two winners from the face-off round will compete in an ultimate lip sync battle to claim the crown.

General Rules

• Contestants must report to the venue at least one hour before the start of the competition.
• Participants must maintain professionalism and respect toward fellow contestants, organizers, judges, and audience members.
• Any form of discrimination, harassment, bullying, or inappropriate behavior will result in disqualification.
• The use of illegal substances, intoxication, alcoholic drinks, and cigarettes during the event and rehearsal is strictly prohibited.
• Pyrotechnics or use of fire during the performance are prohibited.
• Explicit music concepts are not allowed.
• Candidates are only allowed to use hand-carried props. Heavy props weighing more than 5 kg that may cause discomfort or hinder performance are prohibited.
• Costumes should be decent and appropriate, avoiding revealing or offensive designs.
• The decision of the judges is FINAL and IRREVOCABLE.

H. Fun Run for LGU Employees and Families

Objective: Promote health, wellness, and camaraderie among public servants.

Registration Fee: Free of Charge (Open to all qualified participants).

Participant Eligibility: Open to all LGU government employees alongside their immediate family members.

Route & Schedule

• Assembly Time: 5:00 AM
• Gun Start: 5:30 AM
• Starting / Turning Point: City Hall Grounds → leftrightarrow Robinsons Place (Vicinity loop/turnaround)

General Rules & Guidelines

• Pre-registration must be completed through the City Events Committee / City Sports Office on or before the set deadline. On-site log-ins are subject to clearance.
• Participants must wear their official event bib or agency ID at all times during the run.
• Family members should be accompanied by their sponsoring government employee.
• Medical stations and marshals will be stationed along the City Hall–Robinsons route. Runners must follow instructions given by traffic enforcers and race marshals.
• Proper running or athletic attire is required. Participants are encouraged to wear their CSC cluster designated colors.

I. Wellness Day

Objective: Promote physical fitness, mental well-being, and camaraderie among public servants through structured, high-energy fitness and Zumba sessions.

Registration Fee: Free of Charge (Open to all government employees).

Participant Eligibility: Open to all LGU government employees.

Schedule by Age Bracket

General Guidelines

• Strict compliance with proper Zumba and athletic attire is required, including comfortable workout clothes and appropriate shoes/cross-trainers.
• Participants are requested to arrive at the venue at least 10 minutes before their designated time slot for registration check-in and warm-ups.
• Participants should bring a personal water tumbler to stay hydrated.

J. Proper Decorum and Professionalism Symposium for Public Servants

Objective: Reinforce professional ethics, courteous customer service, and corporate etiquette among government workers in alignment with the Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713).

Participant Allocation & Eligibility

Open to all government employees of the Local Government Unit (LGU) of Valencia.

Each department or office is required to send exactly ten (10) representatives to attend the seminar.

General Guidelines

• Attendees must register at the venue entrance starting at 8:00 AM. Official attendance will be monitored for certificate issuance.
• Prescribed office uniform or smart casual attire is required.

K. Safety and Emergency

1. It is the responsibility of the Department Heads and Cluster Coordinators to select players that are fit, trained, and suitable to join their respective events/games.
2. For safety purposes, all players must wear appropriate clothing and/or uniforms during games and events. The wearing of inappropriate outfits is strictly prohibited.
3. In the event of any accident/incident occurring within event-related activities, it is very important to call the assistance of the paramedics first and foremost. The paramedical team shall administer first aid, examine and evaluate the patient, and coordinate with the cluster coordinator for appropriate action.
4. In case that an LGU employee is injured while at play and within the duration of the celebration, the City Government shall shoulder the complete hospital and medical expenses, provided that the employee observed appropriate sports attire and proper procedure and coordination with the paramedics, cluster coordinator, and Events Committee.

L. Complaints and Judging

1. All complaints or protests regarding the Civil Service Month Celebration must be submitted in writing, signed by the respective Cluster Coordinator, and addressed to the City Events Committee.
2. Complaints or protests against opposing players or clusters must be presented during the elimination round. Clusters are responsible for checking the published official list of players in advance to ensure that any issues can be addressed before the game starts. Protests will not be entertained during the Best of Four or Championship Games.
